I keep meaning to mention this, but keep forgetting. Finally, I found a post from Craig Suffolk at ProBoards Tech Support which explains it well. Here's the info about how the time displays here at Earth Council:

Hi,
It's that time of the year again where some of us, depending on country/state of residence, need to turn our clocks forward/back an hour.
Because not every country/state observes DST [Daylight Savings Time], and those that do observe it, observe it at different times, the time shown to you on the forum is not automatically adjusted.
This is something that you will need to manually change via your Modify Profile page. You will find a setting Currently Observing DST under the Dates and Times section. This setting provides, via a drop down menu, the options of 'yes' or 'no'. If you are going out of DST [back an hour] then select 'no', and if, on the other hand, you are moving into DST [forward an hour] select the option 'yes'.
For forum administrators, if you want to change the time that shows to guests, you can do this via General Settings in your admin area. There is not a DST option here, however, you can simply select the next time zone in the time offset setting.
